 Overall goal of the project:

To contribute towards creation on proactive and committed local watchdogs who works on mainstreaming Roma issues into local policies while addressing specific problems of the Roma community in Macedonia.

Specific objectives of the project:

  1. To strengthen the capacity of local action groups (LAGs) for Roma enabling them to plan and undertake strategically their further local actions.
  2. To collect data for the situation within the local Roma community as a baseline to influence the socio-economic policies of the Government in the Republic of Macedonia.

Target group

  1. Local Action Groups for implementation of National Roma Strategy members;
  2. Local governments;
  3. National authorities for implementation of policies relevant for Roma;

 

End beneficiaries

Local inhabitants from the Roma communities

 

Expected  results

R1 – upgraded specific skills of the LAGs members for creation, implementation and monitoring of the local policies and specific measures, as well as skills not to be passive, but active creators and implementers of the strategic local actions

R2 – defined position of the current actions and institutions, while ensuring appropriate and accurate data as an evidence to push further development and mainstream of Roma issues into national and local policies.

 

Main activities

Component 1: Building strategic minds for strategic actions consists:

  • trainings on preparation of strategic documents;
  • trainings on Participatory budgeting;
  • training on lobbing and advocacy and
  • trainings of project generation.

 

Component 2: Monitoring and testing the existing mechanisms for citizen’s participation in decision making processes consists:

  • training on monitoring and evaluation;
  • Policy papers;
  • Comparative analysis and
  • Final Evaluation Conference.

 

Activity 1.1. Training on preparation of strategic documents and programmes

Output: 12 one (1) day trainings on preparation of strategic documents for 20 persons each (16 representatives of LAG’s, 2 project staff and 2 experts)

Outcome: 192 trained persons on preparation of strategic documents and programmes, representatives of the LAG’s in 12 municipalities in Macedonia

Expected Results: upgraded specific skills of the LAGs members for creation, implementation and monitoring of the local policies and specific measures, as well as skills not to be passive, but active creators and implementers of the strategic local actions

 

Activity 1.2. Training on Participatory budgeting

Output: 12 one (1) day trainings on Participatory budgeting for 20 persons each (16 representatives of LAG’s, 2 project staff and 2 experts)

Outcome: 192 trained persons on preparation of strategic documents and programmes, representatives of the LAG’s in 12 municipalities in Macedonia

Expected Results: upgraded specific skills of the LAGs members for creation, implementation and monitoring of the local policies and specific measures, as well as skills not to be passive, but active creators and implementers of the strategic local actions

 

Activity 1.3. Training on lobbing and advocacy

Output: One, Two (2) days training on lobbing and advocacy for 30 persons ( 26 LAG representatives, 2 project staff, 2 experts)

Outcome: 26 trained persons on lobbing and advocacy, representatives of the LAG’s from 12 municipalities in Macedonia;

Expected Results: upgraded specific skills of the LAGs members for creation, implementation and monitoring of the local policies and specific measures, as well as skills not to be passive, but active creators and implementers of the strategic local actions

 

Activity 1.4. Training of project generation

Output: 12 one (1) day trainings of project generation for 20 persons each (16 representatives of LAG’s, 2 project staff and 2 experts);

 

Outcome: 192 trained persons on project generation, representatives of the LAG’s in 12 municipalities in Macedonia;

Expected Results: upgraded specific skills of the LAGs members for creation, implementation and monitoring of the local policies and specific measures, as well as skills not to be passive, but active creators and implementers of the strategic local actions

 

Activity 2.1. Training on monitoring and evaluation

Output: 12 one (1) day trainings on monitoring and evaluation for 16 persons each (12 representatives of LAG’s, 2 project staff and 2 experts)

 

Outcome: 144 trained persons on monitoring and evaluation, representatives of the LAG’s in 12 municipalities in Macedonia;

Expected Results: defined position of the current actions and institutions, while ensuring appropriate and accurate data as an evidence to push further development and mainstream of Roma issues into national and local policies.

 

Activity 2.3. Mapping gaps in the LAPs

Outputs:

  • Comparative analysis on national and local policies for Roma community
  • 12 final proposals for policy papers prepared based on the local needs
  • 12 presentations in 12 municipalities

 

Outcome: Identified potential points for improvement and prepared proposals for  Roma and improvement of their status at local and national level;

Expected Results: defined position of the current actions and institutions, while ensuring appropriate and accurate data as an evidence to push further development and mainstream of Roma issues into national and local policies.

 

Activity 2.4. Final Evaluation Conference

Output:  Final Evaluation Conference with 100 participants

Outcome: Dissemination of project results, exchange of  experience for mainstreaming Roma issues in the region;

Expected Results: defined position of the current actions and institutions, while ensuring appropriate and accurate data as an evidence to push further development and mainstream of Roma issues into national and local policies.

 

Output:

  • 12 final proposals for policy papers prepared based on the local needs
  • 12 presentations in 12 municipalities;
  • 12 one (1) day trainings on:
    • Monitoring and evaluation for 16 persons each (12 representatives of LAG’s, 2 project staff and 2 experts);
    • Project generation for 20 persons each (16 representatives of LAG’s, 2 project staff and 2 experts);
    • Participatory budgeting for 20 persons each (16 representatives of LAG’s, 2 project staff and 2 experts);
    • Preparation of strategic documents for 20 persons each (16 representatives of LAG’s, 2 project staff and 2 experts);
